Job Title Professional Development & Leadership Consultant (Education Department)

Part-time position will be a content expert in one or more of the domains of service including: (1) Staff Qualifications and Professional Development; (2) Early Learning Program; (3) Partnerships with Family and Community; (4) Health and Safety; (5) Leadership and Management. This person will provide Professional Development presentations for DHS Certification Referrals and possible individual or group consultation expertise to assist child care providers to meet STAR Standards with the goal of gaining the next Keystone STAR designation level. In addition, the Professional Development and Leadership Consultant will serve as an instructor, facilitator, mentor and/or coach in providing professional development to the Early Childhood and School-Age Communities.

This position requires availability for evening and weekend presentations.

Job Description

Responsibilities: STARS TA : (1) Works with Consulting Team to diagnose the needs of child care provider as it applies to meeting Keystone STARS standards; (2) Coordinates the development of a STARS TA Action Plan; (3) Provides the primary consultative service directly related to Keystone STARS performance standards to assist child care providers; (4) Works with other Professional Development and Leadership Lead and Specialty Consultants when appropriate; (5) Monitors progress of provider within the framework of the STARS TA Action Plan as needed; (6) Assists in the development of consultation resources linked to Keystone STARS Standards; (7) Participates in outreach and intake activities as needed; (8) Provides information for the program outcome and evaluation; (9) Offers modifications to STARS TA Action Plans based on specific expertise; (10) Completes written documentation based on STARS TA requirements; (11) Ensures compliance with STARS TA requirements, including professional development requirements.
Professional Development: (1) Assesses professional development needs in the Early Childhood and School-Age Communities. (2) Creates, delivers and evaluates professional development programs in a variety of modalities (consultation, mentoring, coaching, workshops, series, study groups, courses, etc.) to address identified needs.

Organizational Relationships: The Professional Development and Leadership Consultant will interact directly with the Consulting Team including the Project Director, Project Manager, other Lead and Specialty Consultants, Quality Coaches Regional Key Managers, DHS Representative, other STARS Partners, Office Assistant and with the child care provider to develop the best possible solution that satisfies the management objective. The Consultant will interact with the Project Director, Project Managers, other Professional Development and Leadership Consultants, Office Assistants and the Early Childhood and School-Age Communities to create, deliver and evaluate professional development programs. The Professional Development and Leadership Consultant will report to the Project Manager.

Minimum Qualifications

(1) Education/Experience: attainment of a Master’s degree (preferred) in an appropriate discipline from an accredited college and 2 years of work experience OR a Bachelor’s degree in the same fields with the equivalent of 4 years work experience. (2) PQAS Certified Instructor/TA Consultant. (3) Child Abuse, Criminal History and FBI Clearances. (4) Membership in a professional organization.
